The Government of Timor-Leste, in collaboration with international partners, is focusing on several key areas:

  • Economic Diversification: A primary objective is to reduce dependence on oil and gas revenues by fostering growth in non-oil sectors such as agriculture, tourism, and fisheries. This involves promoting private sector development, attracting foreign investment, and supporting small and medium-sized enterprises (SMEs).

  • Human Capital Development: Investing in education, health, and social protection is crucial for building a skilled workforce and improving the quality of life for all Timorese. This includes initiatives to enhance nutrition, improve access to quality healthcare, and strengthen the education system from early childhood to vocational training.

  • Infrastructure Development: Continued investment in critical infrastructure is essential to support economic activity and improve connectivity. This encompasses the construction and maintenance of roads, bridges, ports, airports, energy infrastructure (electricity and renewable energy), and telecommunications networks.

  • Good Governance and Institutional Strengthening: Efforts are ongoing to enhance transparency, accountability, and efficiency within government institutions. This includes civil service reform, strengthening the justice system, and improving public financial management.

  • Poverty Reduction and Social Inclusion: Addressing poverty and inequality remains a central focus. Programs aim to improve access to basic services, provide social safety nets, and promote inclusive development that benefits all segments of society, including vulnerable populations.

  • Climate Change Adaptation and Environmental Sustainability: Recognizing the vulnerability to climate change impacts, Timor-Leste is prioritizing strategies for climate change adaptation, disaster risk reduction, and sustainable management of its natural resources.

  • Accession to ASEAN: Timor-Leste's long-awaited accession to ASEAN (Association of Southeast Asian Nations) is a significant foreign policy priority, expected to enhance regional integration, trade, and diplomatic ties.
