Understanding Timor-Leste's business environment requires appreciation of its complex historical journey.
The Portuguese first arrived in the early 16th century, establishing trading posts and eventually colonising the eastern part of the island. This colonial period, lasting over four centuries, left lasting influences on the country's legal system, language, and cultural practices that continue to shape business operations today.
The modern history of Timor-Leste is marked by struggle and resilience. Following Portugal's withdrawal in 1975, the territory declared independence but was almost immediately invaded and annexed by Indonesia. The subsequent 24-year occupation period was characterised by significant challenges, but also contributed to the development of certain infrastructure and administrative systems that form part of the current business environment.
The path to independence culminated in a UN-sponsored referendum in 1999, where the Timorese people overwhelmingly voted for independence. Following a period of UN administration, Timor-Leste officially became an independent nation on May 20, 2002, marking the beginning of its journey as a sovereign state committed to democratic governance and economic development.
